In the birthplace of our country, and in the cradle of American democracy, there has risen one of the greatest threats to our continued freedoms that we have seen in modern times.

Many of you may be familiar with the Second Amendment fight that took place in the 2020 session of Virginia's General Assembly. Having taken control of both chambers of the general assembly, the Democrats wasted no time in attempting to enact overreaching, irrational gun control legislation.

Today I took my third oath as Sheriff, a constitutional office in the Commonwealth of Virginia that is unique in American history and to its present state of society. I raised my right hand, placed my left hand on the family Bible my father was holding, and swore to God and my community that I would faithfully discharge my duties as Sheriff.

Earlier this month it was my great honor and pleasure to moderate the Border Security and Crime Panel Discussion sponsored by my office, the Culpeper County Sheriff’s Office, and the Federation for American Immigration Reform. National experts, law enforcement chiefs, and people directly impacted by illegal alien crimes all discussed the links between border security and other illegal activity, including drugs and gangs.

One clear message emerged from the discussion -- as President Trump has declared, there is a crisis at our border that must be addressed.

On September 5, 2018 it was my great pleasure and honor to be one of 44 Sheriffs from 35 states invited to participate in a call for immigration reform in Washington, D.C. The delegation represented more than 3,000 Sheriffs from across this country.

The day began with a press conference on Capitol Hill where Members of Congress and the Sheriffs called for an end to more than 20 years of Congressional inaction, and immediate passage of immigration reform legislation.

I am a fan of lawful concealed carry, and everyone who knows me knows this. It is a fundamental part of my Second Amendment philosophy. Lawful concealed carry is important in making a community safer.

My views on lawful carry, concealed and open, are not abstract. As the chief law enforcement officer of my jurisdiction I want as many lawful concealed carry permit holders in my jurisdiction as possible. My own experience, backed up by statistics, bear out the fact that this is a significant crime deterrent. This is one reason I teach free concealed carry classes.

For these and many other reasons, I will also fight tooth and nail to resist any effort, no matter how seemingly small, to diminish our Second Amendment rights.

The U.S. government recently issued two significant security alerts about Russian cyber hacking of U.S. critical infrastructure. Combined with what we already know, they describe a cyber threat to our critical infrastructure, particularly our power grid, more serious than a nuclear threat. House Energy and Water Appropriations Subcommittee Chairman Mike Simpson (R-Idaho) called cybersecurity attacks "our biggest threat." I agree. Today I signed the 287(g) Jail Enforcement Officer Memorandum of Agreement with U.S. Immigration and Customs Enforcement. The Jail Enforcement Officer MOA is designed to identify and process aliens who are within the CCSO’s jail who are amenable for removal in line with ICE’s civil immigration enforcement priorities. The 287(g) program will remove criminal illegal aliens from our community once they’ve been committed to our jail.

This MOA is signed in memory of Zulma Alvarez and her unborn son, as well as all the past and future victims of criminal illegal aliens in Culpeper County. Sheriff Scott H. Jenkins, a career law enforcement professional, has proudly served as Sheriff of Culpeper County, Virginia since 2012. Situated just 75 miles from the nation's capital, Culpeper County houses several key federal and private facilities, many of which require enhanced security.

Scott Jenkins is a recognized thought leader in the areas of Second Amendment rights, secure communities, constitutional government, and law enforcement. He is recognized for his no-nonsense but compassionate approach to law enforcement. Scott Jenkins has held a number of supervisory and leadership positions throughout his career. He formed the first SWAT Team in Culpeper County, conducted the first active shooter training in Culpeper, and has served for years as a tactics and firearms instructor. Under his leadership, active shooter training has been provided to every public school employee in Culpeper County. The Culpeper Sheriff's Office provides free concealed carry training to thousands of law-abiding citizens.

 

Protecting his community always has been, and remains, Scott Jenkins' highest objective. Toward that end, he is pleased to have prevailed in several lawsuits brought by the ACLU and similar groups attacking his cooperation with the federal government in enforcing our nation's immigration laws. Scott does not back down from what he believes is right.
